Yes, as long as you choose where to iterate. You do not iterate freely on a certified part, but you can move fast on a test bench, tooling, an inspection method or a non-certified demonstrator.
Because the validation environment does not always capture operational complexity: vibration, temperature, electromagnetic interference, interactions with other systems. The TRL must be reassessed against real operating conditions.
