Not necessarily. A component's TRL does not qualify the system's maturity: power, signal processing, field conditions, maintenance or interoperability must be assessed at the level of final use.
By first identifying the structural risks (interfaces, thermal behaviour, footprint, power) and testing them with a simplified bench or a simulation correlated with targeted tests.
The framework is set from the start: contractual confidentiality, defined governance and appropriate management of intellectual property.
